Terms of Reference

There shall be a committee to be known as the committee of selection appointed at the commencement of every session to perform the functions allocated to it by these rules, and for such other matters as the House may from time to time refer to it.

The Committee of Selection shall consist of the Speaker, the Deputy Speaker and accordance with their numerical strength in the House.

The Speaker shall be Chairman of the Selection Committee and in his absence the Deputy Speaker.

The Committee’s functions shall includes:-

  • nominating members to serve on any ad- hoc Special Committee to consider any special matter brought before the House; and
  • such members as may be going on parliamentary delegation other than Committees.

Terms of Reference

There shall be a Committee to be known as Rule and Business Committee appointed at the commencement of the life of the House consisting of members nominated by the various political parties represented in the House in accordance with their numerical strength.

The functions of the Rules and Business Committee shall include:-

  • Schedulling the business of the House and causing them to be printed on the order paper.
  • Allocation to time for the business of the House.
  • House organization relative to rules and procedure of the House

Terms of Reference

There shall be a Committee to be known as the public Petitions Committee consisting of members appointed at the commencement of the life of the House.

The Committee shall consider the subject matter of all petitions referred to it under the provision of Rule 27 (petitions) and shall report from time to time to House; their opinion of the action to be taken thereon, together with such other observations on the petitions and the signatures attached thereto as the committee may think fit,

Terms of Reference

There shall be a Committee to be Known as committees on Agriculture and water Resources consisting of members appointed at commencement of the life of the House.

The Committee’s jurisdiction shall cover:

  • Agriculture generally;
  • Agricultural Colleges and experiment station;
  • Agriculture education and extension services;
  • Agriculture economic and research;
  • Agriculture production and marketing stabilization of prices of agricultural products and commodities (not including distribution outside Nigeria);
  • Animal industry and diseases
  • Crop insurance and soil conservation;
  • Diary industry;
  • Entomology and plant quarantine;
  • Extension of farm credit and farm security;
  • Forestry in general, and forest reserves;
  • Inspection of livestock and meat products;
  • Plants industry, soils and agricultural engineering;
  • Commodities exchanges;
  • Rural development;
  • River Basins Development;
  • Dams and Canals;
  • Urban and Rural water supply;
  • Annual Budget Estimates

Terms of Reference

There shall be a Committee to be known as Committees on Finance and Appropriation, consisting of members appointed as the commencement of the life of the House.

The Committee’s jurisdiction shall cover;

  • The Budget proposals,
  • Conducting continuing studies of effects on budget outlay or relevant existing and proposed legislation and to report the results on such studies to the House on a recurring basis.
  • Requesting and evaluating continuing studies of tax expenditures, to devise methods of coordinating expenditure policies and programme with direct budget outlays and to report the result of such studies to the House on recurring basis,
  • Reviewing on a continuing basis, the conduct by the State Assembly Budget, its function and duties.
  • Appropriation of the revenue for the support of Government;
  • Rescission of appropriations contained in appropriation Law. The Committee shall include separate heading for “Rescission” and “Transfers of unexpanded Balance” in any bill resolution as reported from the Committee under its jurisdiction specified in sub-paragraph (b) or (c) with all proposed rescissions and proposed transfers listed there and shall include a separate section with respect to such rescissions or transfers in the accompanying committee report.


Rescission of appropriations contained in appropriation Laws- The Committee shall include separate heading for “Rescission and “Transfers of unexpected Balanced” in any bill or resolution as reported from the Committee under its jurisdiction specified in sub-paragraph (b) or (c) with all proposed transfers listed there and shall include a separate section with respect to such rescissions or transfers in Accompanying committee report.

  • The committee on Finance and Appropriation shall within thirty days after the transmittal of the Budget as a whole with particular reference to –
    • The basic recommendations and budgetary policies of the Governor in the presentation of the Budget and
    • The fiscal, financial and economic assumptions used as bases in arriving at total estimated expenditures and receipts
  • In holding hearing pursuant to sub – paragraph

    The committee shall receive testimony from the Commissioner of Finance, the Director of Budget and such other person as the committee may desire

    Hearings pursuant to sub – paragraph (a) or any part thereof, shall be held in open session and with a quorum present determined by roll call vote that the testimony to be taken at that hearing on that day may be related to a matter of state security, provided; however; that the committee may by the same procedure close one subsequent day of hearing. A transcript of all such hearings shall be printed copy thereof furnished to each member.

    In addition, the committee on Finance and appropriation shall study on a continuing basis those provision of law which (on the first day of the first fiscal hear for which the state assembly budget process effectively provides spending authority or permanent budget authority and shall report to the House from time to time its recommendation for termination or modifying such provision
